Fiona Raymond-Cox

Founder and Principal

After leading both Marsh and PricewaterhouseCoopers’ Business Continuity practices in San Francisco and Hong Kong, respectively, Fiona founded Raymond-Cox Consulting in 2010, a San Francisco-based, boutique business continuity and emergency planning consulting firm. She has more than 20 years of international experience in process improvement, and risk management solutions, analyzing business continuity management programs, performing risk assessments, designing, implementing, and exercising incident/crisis management, business recovery, IT disaster recovery, and pandemic plans for small non-profits to Fortune 100 companies. She has worked with government, technology, professional services, legal, banking & finance, healthcare, telecommunications, retail and consumer industry organizations.

Fiona has been awarded the grade of Fellow of the Business Continuity Institute (FBCI) and is an accredited ISO 22301 Lead Auditor. She is the recipient of the BRMA 2020 Award of Excellence.

Fiona has a long history of giving back to the community. She regularly contributes to the improvement of industry standards and guidelines: As a Technical Expert on ISO/Technical Committee 292 Security and resilience, she is leading the project to revise ISO 22331 Guidelines for business continuity strategies and solutions. In 2022, she contributed to BCI Good Practice Guidelines 7.0. She was also an Editorial Board Member of Disaster Resource GUIDE (2011 – 2012). Fiona has shown her commitment to professional organizations that support the business resiliency profession. She is a California Resiliency Alliance Board Member. Previously she served as BRMA Mentoring Program Coordinator (2018 – 2022), BRMA President (2017 – 2019), and BRMA Promotions Director (2012 – 2015). At the grassroots level, she led a K-8 public school Emergency Preparedness Committee Lead (2008 – 2016). She is also a long standing San Francisco Neighborhood Emergency Response Team member and served as a Coordinator (2009 – 2011).

Victor Vela

Senior Consultant

Victor has over 19 years of Business Continuity experience developing and managing Business Continuity Management programs for the financial services and biotechnology industries. His early career focused on information technology management. He has used these skills to manage and support business continuity tools and emergency notification systems. His degree in Computer Science gives him a deep technical understanding that is very useful in solving the distinct challenges in business continuity and disaster recovery.

Victor holds a Bachelor of Science degree in Computer Science from The University of Texas at El Paso. He is a Certified Business Continuity Professional (CBCP). As a long time BRMA member, he gave back to the organization supporting the Board of Directors in the role of Social Media Coordinator, Technology Director, and Technology Coordinator from 2015 to 2022.

Kelly David Williams

Senior Consultant

Kelly is a senior consultant whose practice areas incorporate all aspects of developing and exercising comprehensive business continuity management systems including program governance, strategies, incident management plans, crisis communication plans, business unit recovery plans, and technology disaster recovery plans. Kelly’s early career focused on information technology management, where he served in Chief Information Officer posts for several years.

Kelly holds a Bachelor of Science degree from the University of San Francisco, a Master of Business Administration degree from San Jose State University, and a Doctor of Jurisprudence degree from Concord Law School.

Carl Whiting

Senior Consultant

Carl is a business continuity professional with 18 years experience in business continuity, crisis management, IT disaster recovery and related fields. He spent nine years at Marsh Risk Consulting, where he was a Senior Vice President; and two years at Ernst & Young in their Security and Technology Risk Solutions practice.

Carl has delivered solutions to more than 50 companies in numerous industries such as technology, consumer products, financial services, retail, bio-pharmaceutical, telecommunications, and manufacturing.

Carl has a BS in Management Information Systems from Brigham Young University and is a Certified Business Continuity Planner (CBCP), a Member of the Business Continuity Institute (MBCI), a Certified Data Center Professional (CDCP), and a Member of the Utah Chapter of the Association of Contingency Planners (ACP).

Douglas Nelson

Senior Consultant

Doug is a Business Continuity Management Practice Lead. He is an expert in the field of business continuity program development, including hazard identification and risk assessment, crisis management, continuity of operations planning, program assurance and benchmarking against international standards. He has 15 years providing consultation to organizations of all sizes in banking & finance, biopharma, healthcare, higher education, manufacturing, foundations, retail, technology and public utilities & energy.

Doug is certified as a Business Continuity Professional by the Disaster Recovery Institute International and as a Project Management Professional by the Project Management Institute. He is a graduate of the University of California and holds a Masters degree from California Polytechnic State University. Doug currently serves on several national and international committees responsible for the development of standards and professional practices in business continuity management, disaster & emergency management, and organizational resilience.
